Dalian Institute of Chemical Physics (abbreviated as DICP), founded on March 19th of 1949 and subjected to Chinese Academy of Science (abbreviated as CAS), is an integrated research center majored in both applied science and fundamental science, which enjoys competitive advantages on R&D and has full capability to undertake significant projects sponsored by the Nation and enterprises in the fields of chemistry and chemical engineering. DICP was authorized as one of the first testing institutes when the Knowledge Innovation Program was launched in CAS in 1998. Since then, striding improvements have been made in many aspects, such as management system, subject planning, talents recruiting and so on. Four years of the first stage of the innovation program strongly prove that the implementation of the Performance Appraisal System (abbreviated as PAS) results in an inspiring effect. At the same time, great amendment has been made for the former constitution of the institute due to the problems and defects exposed during the performing of the old PAS. As well the circumstance of the subordinated enterprises performs a continual change.To make sure of the fulfillment of the next stage object, it is necessary to conduct a strategic investigation on PAS. It is expected that, through the study of the pertinence between present appraisal system and strategic objectives, issues to adjust, enlarge or shrink the evaluating scope should be worked out to solve the problems caused during the establishment of the evaluation criteria and make a better use of the new PAS as a strategic direction.In order to find and solve the main problems arising in PAS, this article adopted a method by combining paper poll and personal interview. Based on the analysis of the investigation report, this article makes clear the main troubles, and puts forward effective solutions. For concern of categorization of the evaluated objects, Peer Review in fundamental research is introduced. For concern of harmonization between CAS and subjected institute, spot evaluation for the lab of objective research group is introduced. For concern of the reinforcement of the strategic direction function of PAS, the method of Analytic Hierarchy Process is introduced according to different research group. Weight calculating is conducted on the present evaluated index, and the fix of the weight (Impact Factor) consolidates the strategic direction function of PAS.
