Developing productive force is the basic task of socialism. At the primary stage of socialism, developing social productive force with all strength should be put in the first position especially. In the first two decades of this century, in building a well-off society in an all-round way in China, it is of vital importance to take economic development as the central task and keep releasing and developing the productive force. To develop productive force , we must give play to the important role of science and technology as the primary productive force, and recur to the bridge role of transformation of science and technology achievements. Science and technology can be transformed into real productive force.That science and technology is the primary productive force is the theoretical base of this paper. Firstly, it dissertates that science and technology and the transformation of its achievements promoting the huge development of social economy increasingly, the actualities and problems of transformation of scientific and technological achievements, and the countermeasures for accelerating the transformation of them. Secondly, it introduces and analyzes actualities and problems existing in the transformation of scientific and technological achievements in CBSCG by means of the fact that CBSCG has been transformed into a scientific enterprise. Finally, based on the problems lying in the institute and some successful experience coming from analogue enterprises, some countermeasures are presented , which will be suited for promoting CBSCG's transformation of scientific and technological achievements.Nowadays, that achievements of science and technology are difficult to be transformed into real productive force is not only a problem that should be solved to an enterprise on the way to exist, develop or become strong, but also a problem that should be solved to our country which wants to increase its comprehensive power and achieve sustainable development. This paper summarizes the macro-conditions of transformation of scientific and technological achievements in our country and introduces some factors affecting the transformation and someeffective countermeasures offered by many scholars. We can find that the external factors such as policies, laws, system, rules are more perfect than before in the respect of the transformation in China, and the whole society attaches more importance to the role of the transformation. This paper puts emphases on introducing the conditions of the transformation in CBSCG and advising the enterprises, especially referring to the enterprises coming from research institutes, how to promote their transformation of the achievements. For a transformed enterprise, in order to increase its transformation rate, I think, at first, it should analyze SWOT of it so that it can establish a suitable strategy and ensure the formation of right achievements of science and technology; then, it should manage every link of the chain of forming scientific and technological achievements, for example, before the formation, it should pay attention to the need of market; during the formation, it should emphasize the feasibility and economical efficiency of the technology; after the formation it should attach importance to the transforming model of the achievements; at last, we should establish suited soft circumstances in the enterprise such as conception, mechanism and regulation which are useful for the transformation. Combining the three aspects, the enterprise can make good use of the avail of the transformation of the achievements into productive force and develop evenly.The innovation of this paper lies in that after being a real participant in the market, a transformed enterprise should establish its strategy of R&D by the analysis of SWOT, consequently, increase the adaptability of its scientific and technological achievements developed and the transformation rate.
