| ABSTRACTThe region discrepancy is a common phenomenon during the course ofdevelopment of the economy in the world. On the basis of the interaction ofgeography location ., nature condition and historical foundation, decided bythe movement in which economy principle parts go in for proliferations. Thenature condition -~ nature resources - history development foundation of theregion and the society humanity condition, as a result, focus on thediscrepancies between the development level and the development velocity ofthe region economy. Only analyze the presence discrepancies during thedevelopment of the region economy, can we open out the characters and theessences profoundly. China has a expansive area and a throng population,which is one of the countries which have the biggest discrepancies in theworld. Especially since the period of "ninth-five-year-plan", the discrepancybetween east belt and west belt enlarges rapidly, which is the macrobackground in which the central government brought forward the strategy ofWest exploitation. Shandong province, as a reduction of China, has the similarregion economy discrepancy. Non-proportion is emerging step by step duringthe development of economy. The year of 1985 was a turnpoint, when the ginicoefficient has a leap from 0.074 of 1985 to 0.125 of 1992. The regioneconomy discrepancy of Shandong province began to increase. Ginicoefficient in 1993 was 0.214. during the years between 1993 and 1998, itmaintained at a high level of 0. 21----'O. 22. However, gini coefficient was0.231 in 1999, which indicated that the discrepancy enlarged rapidly.Moreover, the discrepancies of the level of economy development and theliving standard of Shandong in urban and rural area are great. If no measuresare taken to solve this problem, the discrepancy will go on enlarging.andinfluence the sustainable development of social economy. Under thisbackground, the article analyses the discrepancy of Shandong's regioneconomy development and put forwards the corresponding mediationstrategies, which has a flesh and blood significance on implement of Shandongeconomy sustainable rapid-. sound and harmony development and on solvingthe relations between efficiency and equity and on improving the livingstandard level of the poor area and the rural area.This article defines Shandong province as the research territory cell.3di~Above all, analyzes the theories and practices background in which the regioneconomy discrepancy comes into being and develops, and makes aquantitative analysis the seedtime of Shandong province, then judges thatShandong province is in the phase where the industrialization metaphase isadvancing the full industrialization. Secondly, the article makes a full use ofmany indexes such as Gini coefficient ~. variance coefficient and addingpower variance coefficient to analyze the region economy discrepanciesamong the different areas of Shandong province with two views of staticstate and dynamic state, including the discrepancies between east and westbelts and between the different regions and between the urban and the ruralareas, and makes a prediction of the change tendencies of discrepancies,discloses the inherent mechanism, then probes into the function mechanismand the mediation approaches. Thirdly, the article analyses the correspondingimpact on society economy, Fourthly, the article makes a pre-alarm of theregion discrepancy alteration, and reaches a reasonable connection betweenthe economy development velocity and the discrepancy.
