In the field of international law,the concept of national sovereignty has always been an indisputable fundamental principle.With the rise and rapid development of the Internet,a new concept of strategic thinking and sovereignty began to emerge— "network sovereignty".The traditional concept of sovereignty has been strongly impacted,concurrently,people's understanding of national sovereignty has been altered.Therefore,in the context of networking,it is necessary to conduct a deeper study and discussion on national sovereignty.National sovereignty features historic.Since its formation in modern times,its connotation and scope have been continuously improved and developed with the progress of the times.In the early stage of the formation of the concept of sovereignty,its scope was mainly land sovereignty.With the continuous progress of navigation technology,the scope of national sovereignty has been extended to the sea.In 20 th century,with the development of space technology,airspace became an important part of national sovereignty.In 1970 s,with the advent of computers,human beings entered the "network age".The Internet provides human beings with a new cyberspace.As soon as the network changed the "trinity" of the past,it greatly expanded the space for the state to exercise its sovereignty.Simultaneously the borderless nature of cyberspace has greatly abated national control.The differences in network technology level lead to the existence of substantial inequality in network sovereignty,and the developed countries are dominating public opinion on the network.The network security situation threatens the network sovereignty and so on.It is under this situation that this paper makes a deep discussion on the relevant theories of national sovereignty and puts forward some relevant strategies.On the one hand,this paper adopts comparative method to explore the different positions of the countries in the world on the the network;On the other hand,the paper applies literature analysis method to analyze briefly the great influence of the coming of network era with network technology as the core to the national sovereignty.And on the basis of the domestic and foreign related literature on networksovereignty,the new development of the theory of national sovereignty under the network background,the current situation and the measures should be taken to form their own views.In the face of the tremendous impact of the Internet on national sovereignty,we should actively advocate the concept of network sovereignty,participate in the construction of international network rules,construct a "new global network order," raise the level of network technology construction,and strengthen the construction of network culture in all directions.Deepening international cooperation in cyberspace.
