The New Chinese Household Registration System Formation And Evolution Of The History Of Expedition (1949-1978)

The household registration system is one important part of the national administration systems, with the function to serve the political and economic developments. Up to now, New Chinese Household Register System has had a history of half a century since its establishment adapting to the political and economic conditions in the early of New China's history and according to the guiding principle of" First Cities, Then Villages", each step of its formation and evolution connecting closely to the central missions of CPC and our government. This thesis combs and studies the formation process of New China' s household registration system with the combinative method of history and discussing .The full thesis is totally divided into four parts:Part One expounds the course of initial establishment of the household registration system in the cities. For the purpose to stabilize the social order, cooperate with the conflict with the enemies, consolidate the new- born political power, China first established the population registration system in the cities in 1951. To guarantee the pursuing of the Industrialization Strategy and the policy of State Monopoly for Purchase and Marketing ,count up the population in the villages , enhance the management on the "Point Population", the simple population registration system in the villages was established in 1954, and in 1955 the national unified population registration system was established. During this period, the household registration system had great positive effect.Part Two discusses the process of the formal establishment of New China' s household registration system. The unlimited influx of rural population into the urban areas greatly challenged the accommodation ability of the cities, and also deviated from the requirements of the planned economic system. Therefore, 1957 and down on, the government gradually introduced the restriction function into the household registration system. In January 1958, the promulgation of the Population Registration System Regulations of the PRC signified the formal formation of the new dual household registration system in China.Part Three expounds the historical evolution of the household registration system into an established, ossified and absolute system under the People's Commune system. During a long period after 1958, the People's Commune system has safeguarded the restricting function of the household registration system. Through executive measures, the totality of people was classified into two major strata and the fluid of rural people into urban areas, from small towns into big cities was rigorously controlled.Part Four explicates the historical significance and the negative effect of the household registration system. It has had enormous importance, but owing to certain historical reasons lacked both efficiency and equality, stunned the vigor of social development, stymied the reasonable progress of urbanization, and to a certain extent aggravated the degree of the dual social structure of our country.
