Sustainable development is a hotspot and a difficulty studied by researchers for very long years, but there has not been a successful example. Jilin province wants to make itself ecology province in order to feel for the way of sustainable development.From the point of environment, this paper assessed present situation and predicted how industry affected economy, society and environment of Jilin province, at last gave out alternatives and hoped to provide advice for decision of government.The first part discussed the concept of industrial policy, background of the subject and it's signification.The second part discussed academic base and study situation.The third part discussed the assess model of industry structure and assess result of Jilin province, compared developed condition between districts and systems, the question in industry and solutions were stressed analyzed.The forth part discussed predict method of industry structure, emphasized introduced foundation of predict model and assess result and gave out four alternatives. Though assess analyze of industry structure and trend analyze of predict model, the best alternative was given out. Compared the best alternative and the present situation, we could make a conclusion that industry structure could make rationalization and could achieve sustainable development.The fifth part put forward according decisions and advice of industry policy.The last part was the result of this paper. Ideal developmental mode of industry structure could be gotten though modify rate and invest direction between industries. The best alternative was that the ratio among three industries was 0.12:0.48:0.40, the ratio of environmental protect invest and GDP was 0.024 and the ratio of technology invest and GDP was 0.038...
