Systematic Analysis Of China's Automobile Industry Policy Factors

The thesis first give a research scope for the automobile industry polices, Basing this, it analyses the importance that policy effects on the automobile industry, and further more it clarifies the chief characters of the policy factors, namely: objectivity, integrity, phase, strategic innovation and advancement. At the same time, the thesis brings forth the new thinking that use systematic viewpoint and way to analysis and research all kinds of policy elements, by studying the process of advanced international automobile policy which is similar to ours and our present policy condition analysis.According to focusing on the automobile industry ,aiming policy factors to study object and their together acting and effecting ,from their complicated relationship, the thesis look policy factors as a system, and conceive the interpret structure model (ISM) of the influence elements of the policy factors. The results of the model analysis show that all the influence factors can be divided into three levels: the deepest influence elements are WTO rule, autof.industry, auto compulsive certification, and auto consumed policy. The middle-level influence elements include two factors of reclaim and revenue policy, while the low-level influence elements include: finance, quality, insurance, investment, recombine, locality law and some others are related with consumed law that direct affect people's consume and enterprise product.Basing on the analysis of characters generalization and the influence elements , this article sets up the corresponding models of discriminate and integrate evaluation of policy factors by using the theory of fuzzy-element, which starting with the analyzed result of ISM that can influence on the policy factors fuzzy identification. This thesis distinguishes its estimation score of the policy factors to measure to the adaptive measurement of auto industry from the results of fuzzy identification. Moreover, starting with the main character of the policy factors, according to the target system of it, this article reviews the fuzzy estimation score of all aspects of enterprise. Basing on the weight requested bythe character of policy factors, we can get the comprehensive estimation score of the policy factors.Finally, it is a very consult value for government establishes the policy of auto industry that the thesis roughly pointed out "some policy advice to developing our auto industry ". At the same time the author bound apply systems engineering theory and some other research method to the practical case which is not only a new try for systems engineering theory, but also else application fields can benefit from its successful using.
