Integration of world economy because an unprevented trend, while the background of integration is the combination of global industrial chain, transnational corporations are establishing the most competitive industrial regional combination. As for China the station of transnationalcorporations is the processing plant------that is, labor-density region in theindustrial chain. We can find the most reasonable annotation for the definition not only from the theory but also from the real cases and not only from the investment direction and business colonization to China of the transnational corporations, but also from the practical situation of China. Human beings are the most active and important factor in productivity. He's been playing a significant role in such ways as meeting the processing plant's needs in quantity supplying and quaintly requirements, China being involved in the cycle the world economy and promoting the integrated competitive capacity of China.This paler puts forward the definition of Human resources core capacity in China according to experience of industrialization proceeding in developed countries and the pressure of population transferring in China. The definition itself in not the point of my paper, my paper is to explain the industrialization proceeding road of China by analyzing human resources core capacity. Especially at he present that knowledge economy prevails, simply striding development can't solve the phrase of industrialization of China. This paper first analyzes the external probability that China is defined as "the processing plant of the world", then explains the necessity of this definition, and finally points out the avenue that excavates human resources capacity in accord with the definition.
