| Since 2015,when the State Council proposed the reform of“Decentralization,Administration and Service”,local governments have set off a wave of reform to optimize and improve government services.As an important department to ensure people’s livelihood,the department of Human Resources and Social Security provides public employment services and social insurance services,which is closely related to social development and people’s livelihood.How to carry out the requirements of the reform,to strengthen the service capabilities of the department of Human Resources and Social Security,it’s a problem that needs to be addressed.Based on the background of the reform of“Decentralization,Administration and Service ” and guided by the New Public service theory and Holistic Governance theory,this article constructs four analytical dimensions,including response capacity,standardization capacity,collaborative service capacity and online service capacity to analyze the service capabilities of the department of Human Resources and Social Security.By means of questionnaire,interview and data access,this paper presented the situation and problems of service capabilities of the department of Human Resources and Social Security of Guizhou Province.Finally,by drawing the advanced experiences from Australia,Singapore,Shanghai and Nanning City,effective strategies for improving the efficiency of response,perfecting standard system,optimization of the online platform function,implementing data sharing,strengthening the staff funding support have been put forward.It not only has practical significance for the promotion of the the service capabilities of the department of Human Resources,but also has specific significance for the realization of the reform of “Decentralization,Administration and Service”. |
