Under the background of China Offshore Oil's vast exploitation and fast development, and CNOOC Bohai Company's going public in 2008, this dissertation does a research on human resource management of Bohai Oil Industrial Company (shortened by "BOIC"), which is a subsidiary of CNOOC Bohai Company. On BOIC's foundation in 1999, it received a large number of common service staff from Bohai Company's vehicle team, Yinbin Hotel, print factory, etc. , which were set apart from oil company for the purpose of its going public. Therefore, a great pressure was put upon human resource management. This dissertation first generalizes the evolution history of BOIC's human resource and organizational structure. Afterwards, using core competence and value chain theory, closely linking to BOIC's current human resource situation, put forward the concept of core human resources. This concept is defined as professional technical staffs who are engaged in offshore supervising service, based on the analysis for core technology & specialty, quality & competence, contribution to company's main business development, future development tendency, etc. Then resorting to SWOT Analysis and diagnosing on current situation of offshore supervisors' management, the dissertation also clarifies the internal and external environment of BOIC, and the problems and challenges BOIC faces in managing those offshore supervisors.On the above basis, it set forth the objectives for establishing BOIC's core human resources, and systematic strategies for optimized management on the three aspects of regular management, creative management and ensuring measures.
