Equality And Efficiency Of The Conflict And Its Choice

The dissertation comprehensively studies and analyses the value-choose of the Chinese government policy since the reform and opening. It focuses on the essential relation between the value-choose goal of the government policy--equality and efficiency.The dissertation consists of five parts. Part one is an introduction, which comes up with question. It defines the fundamental concepts and explains the research approach. part one explains the values and the current academic achievements on this subject, discusses the two fundamental concept: equality and efficiency ,discusses the three fundamental essentials of the equalities : "the regulation-equality", "the opportunity-equality" and "the resulting-equality". Part two analyses the relation between the opportunity-equality and efficiency. The opportunity-equality means that everyone has the chance of taking part in society activity and has the same status and dignity. The opportunity-equality promotes the efficiency. Part two points out some phenomenon without opportunity-equality in our county now, puts forward some policies to improve the opportunity and efficiency. part three is regulation-equality and efficiency. It focuses on the legal regulation and market regulation. Regulation-equality helps to efficiency. Judicature unjust, corruption and calling monopolize etc. all damage the regulation-equality and efficiency. In Part four there is an analysis of the relation between the resulting-equality and efficiency. The resulting-equality violates efficiency. But the large incoming difference is harmful for the efficiency too. So the government should control the incoming difference and help the low incoming people, particularly help them receive the education and train.The conclusion is that we should concretely analyze the relation between the equality and the efficiency. The regulation equality and opportunity equality help to efficiency, but the result equality obstructs the efficiency. Without the opportunity-equality and regulation-equality the income difference would obstruct efficiency. So the Chinese government should improve the opportunity-equality and the regulation-equality, reduce the income difference.
