On The Early Days Of China Citizens' Political Participation

The paper is divided into five parts which probe respectively to the historical origin of Civil Political Particitation system, main body factor, principal form, basic feature and historical effect during the initial stage of new China.Part 1, the historical origins of Civil Political Participation system in new China came from three aspects including Marxism' s theory of Political Participation , the Communist Party of China' s experience of that during the New Democratic Revolution Period and the Soviet Union' s Political Participation system.Part 2, the paper analyses Political Participation main body factor from six angles : In motive mechanism angle, Political Participation was divided into three kinds including belief participation, distribution participation and subordination participation. In class angle, different class and social stratum had different Political Participation rights. In sexual angle, new China attached importance to women' s Political Participation.In culture angle, intellectal' s Political Participation had great Chinese characteristic. Their Political Participation course was that of political education. In party angle, democratic parties played an important role in Political Participation with a little political arrangement in government and people' s congress. In group angle, mass group Political Participation was to implement policy of CPC and government , short of independence.Part 3, the principal forms of Political Participation included election, political contact, mass campaign and participation in the interinal affairs of primary units beneath the basic level of government.Part 4, the basic feature of Political Participation during the initial stage of new China were as fellows: Political Participation was extensive. Political Participation system advanced gradually. Mobiled paticipation and inatiative participation both existed, but the former played a dominant role. Political Participation in order and out of order both existed, but the latter was small.Part 5, Political Participation took historical effects during the initial stage of new China. It increased Civic Political Culture, consolidated regime legitimacy, improved the relation between the carde and mass and realized social conformity.
