The theory of socialism intellectual civilization construction is founded by Deng Xiaoping. Since the 14th plenary meeting, the third-generation leading group, with the key figure-Jiangzemin, has continuously enriched and developed it based on predecessors' theories by combining and studying new situations. Firstly, it emphasizes that Deng Theory is a scientific system and contemporary Marxism. Deng Theory contains extremely rich theory of intellectual civilization construction. We must do it well under the circumstances of socialism market economy, following the leading of Deng Theory, in practice. Secondly, we must give prominence to intellectual civilization construction. It is not enough to emphasize the importance of it only under present situation. We must dispose long-term project, put more efforts into it, while improving cadres' knowledge about the importance of it. Thirdly, we must arm our people with scientific theories, lead our people with correct theories, mold our people with noble spirit, inspire our people with excellent works, creat colourful socialism culture with Chinese characteristics and promote double civilizations developing harmoniously. Finally, we should explore actively ways of socialism intellectual civilization construction, stick to the development of double civilizations, govern our country both by law and by morality, caunch activities of socialism civilization of a mass character, and try our best to form a spiritual prop with common ideal shared by all the society, in order to supply our construction of modernization with spiritual power and intellectual support in the new century.
