The grasp and application of knowledge, the development and management of human resource (HR)has been a driving force of society and economy.Confronted with the challenge and opportunity, that how LuoYang Petrochemical Engineering Corporation(LPEC) takes in foreign advanced management idea and approach of HR to ensure its leading position in future competition will be very important Analyzing the present situation and problem of LYPEC on personnel management, the article sets forth the opinion of personnel-oriented management on the theory of exploration of HR and the idea of establishing modern enterprise system to shift from traditional personnel management system to modern one Meanwhile, It will be helpful to achieve the HR management objective of "maximizing one's ability "by means of the enforcing the training and developing HR, setting up effective inspiring system, creating enten7rise-characterizied culture, and carrying out measures of cutbacks and rnurti- channel re-employment etc The author believes that high quality, vitality and competent personnel will be the liable guarantee of realizing LPEC strategic objective.
