World Trade Organization (WTO) is a permanent international organization of the United Nations in charge of administrating world economy and trade organization and leads an important entered into the WTO is an international organization among governments who characteristically supply a framework for each member to formulate international trade policy, i.e. WTO principles that stipulate and restrict their governmental demeanors. We can say that the entry into the WTO is the government's entry. Therefore, the Chinese government's administrative system and function establishment should be stipulated and restricted by WTO principles. Furthermore, it is faced with various impacts and challenges brought forth by its entry into the WTO. At present, various government levels should relocate their functions in accordance with requirements of the regulations and rules of the WTO in order to make the conversion and transformation successfully. In other words, they need to change from a highly centralized state power to moderately dispersed control, from an administrative command to market dominance, from an examining and approving economy to a supervising service building an efficient protection and monitoring policy and improving the development of the economy. The government should be clear thatentry into the WTO is not a denial nor abandonment of government function. The purpose of this new start is to develop efficient governmental function through the reform of the economic administrative system.This article consists of five parts. Part one briefly introduces the basic concepts and principles of the WTO, and then explains why the entry into the WTO is the government's entry, in order to lay a foundation for further discussion about the impact and challenges facing the government. Part two discusses the unsuitable embodiment between government function and WTO rules. Part three puts forward what the government functions should be, i.e. the defining problem of government function and the relationship between government and enterprises is pivotal. The governmental function conversion that is mentioned above is the conversion of the government's controlling system toward enterprise. Part four introduces both the significance of Cham's entry into the WTO and the governmental function conversion then focuses on the basic requirements of the governmental function conversion according to WTO rules. Part five is the governmental function conversion.
