This paper summarizes different processes and experiences in the development of digital television in Japan, Europe and the United States, reviews the history of the digital television in this country. After an analysis on the differences between foreign countries and China in the technology and industrialization of digital television, this paper proposes the characteristics of digital television. Based on the above, this paper proposes the initial strategic plan for the development of the technology research and industrialization of digital television in Shenzhen. To verify the strategic plan proposed the writer of this paper presented the major issues of the plan to the experts by means of questionnaires or interviews, and modified the strategic plan for the development accordingly.The conclusions of this paper are mainly as follows:1. The digital television technology has become basically mature after 10 years development. The industry of digital television has gained industrial power in advanced countries. Its market has come into an initial stage of fast growth. Digital television, as a strategic technology and industry, will inevitably replace the technology and industry of analogue television.2. The guideline for the research and industrialization of digital television in Shenzhen should be focused on the digitalization of TV, with the leading industry as the breakthrough point, and with the economical and suitable technology and products as the orientation for development. It is proposed that in the 18 years from 2002 through to 2020, Shenzhen should, in conformity with the three stages of industrial development, i. e., preparation, starting and growing, set up its domestically advanced digital television industry.
