Industrialization is the universal rule in economic development of world countries, it opens out the mechanism of industrialization, and economic development, modernization and the state' s rise and decline as well. The course of industrialization in China has experienced three alternative choices of approaches, namely, the choice that ' gave priority to heavy industry' based on 'an economic system of sole public ownership' in 1950s, the one of 'extensive overall development' based on policies of ' reform and open-up to the outside world' in the 1980s, and the choice of 'a new approach to industrialization' under circumstances of socialist marker economy at the turn of the century. The scientific thesis of 'a new approach to industrialization ' was brought forward officially in the 16th representative assembly of the Communist Party of ChinaFrom central government to territorial circles, they pay more attention to the important theoretical problem. The problem on state, province and developed county has been researched quite well. Though the research on 'new approach to industrialization' of less development county has been expatiated once in a while, the disposing on universality and particularity of less development county attended to one thing and loses another. Some research garbled the distinguish between new approach to industrialization and traditional, trapping in the condition of the same stuff with a new label, or were too concrete to guide at large. So it is very important to advance this research. It not only offers theoretical guidance and operationality opinion for Huaning county to advance new approach to industrialization, but also can be used for reference to less development county.The paper includes five chapters. They clarify the definition of industrialization and new approach to industrialization, universal pattern of industrialization and the new contents and new characteristic that Chinese new approach to industrialization should have, discuss some important concepts related new approach to industrialization, such as cycle economy, leadingindustry, industry adjust, industry competitive, expatiate why less development county should advance new approach to industrialization, the particularity, and4the universal pattern of less development county advancing new approach to industrialization.
