"Science and technology is the first productivity". Modern Sci&Tech is the mostly active and decisive factor of the new social productivity. But scientific research and manufacture still out of joint in our country. So for the scientific research institution, it is the most important thing to reform their management system.Taking the Horticulture Institute of Xinjiang Academy of Agriculture Science as the background and combined with the practical work, this paper studies the reform of the management system. Firstly, introducing the basic situation of HI-XAAS, analyzing the presently problem of management, pointing out 4 main problems: The target of organization is not clear, the structure of organization is unreasonable, lack of encouraging and communicating mechanism, lack of control and crisis management. Discussing reform methods of the HI-XAAS, by giving the basic reform and management theories. Now the emphases of reform is, firstly transforming idea, reforming to meet change. Secondly, making sure the target of the organization. The strategic target of the HI-XAAS is making scientific research aim at market, establishing marketing mechanism perfectly. Expounding and analyzing the main four operations with BCG theory. Thirdly, fine-tuning the structure of the organization by "making the institute strong, making the company big". Fourthly, establishing the encouraging and communicating mechanism. Fifthly, enhancing control, establishing crisis management. The next step in the future is to establish innovative mechanism and foster core competitive ability. |
