Being just unfolding, industrialized movements represents the contemporary developing requirements and forwareing direction of the advanced productivity, Examining the reality and future, the drawback of Changsha' s development lies in industry, also the advantage in industry and wishes in industry The development of Changsha' s industry has the advantage of culture, geography, good relations, technology, industry and environment, while it also has the disadvantage of low industrialized lever, poor foundation and insufficient accumulation. What's more, it owns the opportunity of the leaping development and has no choice but to face more serious challenge. Under such cirumstances, only insisting on the policy of marketalization, informalization, urbanization and intensifization and the cooperation with Wuhan and some other central cities can we construct the diamond-shaped strategic relations with the economic zones of Jingjin, Yangzhou Delta and Zhujiang Delta. Therefore, Changsha can be themanufacturing center of the central areas in China and realize the goad of maintaining the 12% of the Industrial Added Volue in the future 5-15 years and increasing GDP to 40%-plus. so we should put the emphases on fostering pillar industries, on optimizing the industrial arrangement, on improving traditional industry and on creating industrial "aircraft carrier" . In addition, through the strategic channels of marketing "Changsha" and the output-oriented way, we should take the strategic measures of the thorough reform of state-owed industry, of helping the development of middle and small enterprises, of strengthening technical innovation of increasing industrial investment, of building highland of talents and of optimizing developing surroundings.
