On The New China's Propaganda Network System

Propagandistic network is an organizational system, which established by Chinese Communist Party since it came into power. Its purpose is to massively and ideologically educate people across the country.In light of the Party and the army's good tradition of propagandistic work and learning from the Soviet practice of establishing propagandists and reporting system, CCP Central Propaganda Department conducted a pilot project which tried to establish a propagandistic network in Northeastern China, North China, Eastern China and Central Southern China in early 1950. The central committee of CCP decided to impose the propagandi stic system on the whole of the country. The major measures they took are to appoint a propagandist in every branch, and to appoint a reporter at every leadership I eve I of the Party. Under the leadership of loca I party committee, they organized and mobilized party members, cadres, members of Youth League and the activists among the non-party members, in light of their respective working system, to establish a huge propagandistic body of the mass, with the propagandists and reporters as the backbone of the system. After receiving a brief training, th i s body f o I I owed some special procedures to go to all walks of life to do political mobilization and current affairs and production propaganda, to coordinate all the political movements. Hence, massive propagandistic organizational system and working system had been established.As a first go of socializing and regularizing the propaganda of the mass after the founding the new China, propagandistic network system had helped rapidly spread the policies among the mass, in turn, strengthen the newly established regime, push the development of political, economic, cultural and social courses at the early stage of the new republic. It had also ensured the implementation of major task of the Party.Propagandistic network was first established in Jan. 1951 and suspended after 1958. and again re-established in the 1980's, which crossed over half a century. It i s of a extremely special role and funct i on i n the h i story of new China's mass propaganda and ideological education. Based on the analysis of its bumping developing history, this study has expounded the basic content, features of functions, running system, historical role and merits and demerits of the propagandistic network early in the foundation of new China.
