Since the end of the twentieth century,after 2000,with the continuous maturity and perfection of the performance management system of western governments,after 2000,more and more government departments in our country began to focus on modern performance management as the reform of government institutions,and has received good results in the continuous practice and innovation process.The tax bureau is one of the important government departments in China.In order to adapt to the rapid development of China's economy and the new requirements of tax administration under the new period,the state administration of taxation began to pay more attention to government performance evaluation and management,and put forward a three-year plan for performance management in late 2013,to promote the performance management of the tax system.The tax bureaus actively responded to the requirements of the general administration,introducing scientific and modern performance management concepts,continuously improving the organization and individual performance management system and assessment methods according to the department's characteristics,further enhanced the service management level of the tax system.This paper is a case study of the office of a provincial tax bureau in China,carring out a detailed study and analysis on its newly released performance appraisal management method,and contrasting with the same type of organizations,to find out a series of problems that the bureau has exposed in the performance assessment of its organization.This paper is also problem-oriented at the same time,referring to domestic and foreign experience in organizational performance management,putting forward suggestions for improvement,in order to further optimize the system of organizational performance assessment and provide useful ideas for the improvement of the organizational performance appraisal of other government departments in our country.
