| Nowadays, with "Internet" as the symbol, the widespread and development of IT has resulted the thriving of electronic business, moreover, as the engine of network economy and knowledge economy, it will change the economic environment and management modes of enterprise thoroughly. Accordingly, as the core of Business Management, Financial Management will develop new connotation, contents and characters, Inevitably, the rapid development of information technology (IT) urged on the information oriented way. Therefore, it will be full of positive practical significance to research the character, content, management modes of the Information oriented Financial Management (IFM), as well as crucial problem in practice. For both the financial management work and the boost of competency, the dissertation is intended to construct a new mode of financial management under information environment. So as to speed up the advancement of the information oriented management.IFM chiefly research how to develop financial management under new environment. As we know, with the rapid advancement of IT, qualitative variations have taken place in financial management. Consequently, we should take a fresh look at it, so as to understand deeply and succeed in the heated competition. AS for as the arrangement of the logic structure in the dissertation is concerned, it interprets IFM step by step from theory to practice.The whole dissertation is by sequence from theory to practice, including 3 parts.Part Ⅰcontains chapter 1 and chapter 2, chiefly explaining the theories of IFM.Since the variations of economic environment urged the emergence of IFM, the dissertation starts off from that. The chapter 1 is mainly aboutthe variations of economic environment, the appearance of advanced management, as well as the necessity of adopting the IFM. In information age, the human society is greatly influenced by network technology. As a result, a large number of new phenomenon emerge, even some is opposite to the formal. And all of them are firmly connected with the advancement of IT. Then the following is intended to introduce the advanced management on the basis of IT, including Material Requirement Planning (MRP), Enterprise Resource Planning (ERP), Supply Chain Management (SCM), and so on, which is indispensable guidance for the construction of IFM. Finally, I provide my own viewpoints that the construction of IFM is in great urgency and necessity.Chapter 2 presents with the extensive research in the basic theories of IFM. Although IFM is the combination of IT and finance management, in fact it's more than that. Due to the adoption of IT, many changes have taken place, Such as the work made of FM, the content of the finance management work, the center of finance management, the Business Process Reengineering (BPR) of finance management, and so on. All of them result the qualitative variation between IFM and the traditional ones. Then I provide my viewpoints after the extensive discussion on the notion of IFM. Besides, I interpret the influence caused by IFM on traditional finance management system, as well as the main goal of constructing IFM in theory.PartⅡcontains chapter 3 and chapter 4. Both of them are intended to discuss the possible problem in theory in the light of putting IFM into practice.According to the sequence of carrying out IFM, Firstly there is a discussion about the BPR in the course of IFM in the chapter 3. In order to succeed in carrying out the IFM, we should not adopt the IT in IFM simply, instead, we're supposed to redesign the process so as to solve the problems we meet basically and reach the real IFM.Consequently, there is a discussion on another problem in theory during the course of carrying out IFM——financial internal control, which is resulted from the rebuilding of BPR and qualitative variations in traditional financial organization.
