In May, 2002, the former Pangang Group Chengdu Seamless Steel Tube Co., Ltd and the former Chengdu I & S Works were amalgamated to form Pangang Group Chengdu I & S Co., Ltd. or PGG CSST, a subsidiary of Pangang Group. The new company is being undertaking a large program of relocation and technical upgrade on the occasion of combination of the said two parties. All that involved in this article are such issues as the reasons for the said relocation/upgrade program, the general information of the two divisions, the necessity of choosing Qingbaijiang District as the first possible new location, the reasons for assets consolidation of the two former companies and the reasons for the technical upgrade to be carried out together with relocation as well the guideline and steps for the said relocation/upgrade.In addition, the article also deal with such aspects as a systematic analysis of the current general situation of domestic seamless steel tube industry, detail description about the manufacture processes and equipment configurations of the five major domestic seamless steel tube makers, namely Angang, Pangang Group Chengdu I & S Co., Ltd., Tianjin Seamless Steel Tube Co., Baosteel and Hengyang Seamless Tube Co. Ltd., a forecast of the demand for specialty tubular products like tubing, linepipe, boiler tube , large-sized seamless steel tube, stainless steel tube and hi-precision tube in the coming couple of years and the anticipation of the post-relocation PGG CSST product mix focusing on hi-margin, premium specialty tubular products like oil casing, linepipe, hi-pressure boiler pipe and stainless steel tube.Moreover, an all-round analysis related to the current situation of domestic industries of small-sized steel sections and steel wire rods ispresented here in the paper, emphasizing the problems and shortcomings in the sector, such as too many existing rolling mills, lower technological level of the equipment, continuous increase of the consumptions, increase of the benefit output, lack of enough types of wire rods used as materials for deep-processed hi-margin products and the unbalanced distribution of small-sized steel section and wire rod manufacturers, i.e., too concentration of such plants in the eastern region compared with the western region. Based on the above mentioned analysis, the concept for adjusting the product mixes of the said small-sized sections and wire rods is proposed, i.e., round bar and deformed bar consist the major part of small steel section range, while the quality steel products like steel curtain wire, pre-loaded wire and stranded steel wire consist the major part of the wire rod range.Based on the market surveys and anticipation of the product mix orientation of the steel tubular product and small-sized steel section and wire rod, a development guideline of the post-relocation production of the new company is proposed. Furthermore, after comparing the current product mix with that of the future, it is concluded that the existing 5-3/4" push bench pipe mill and the 8-1/2" pilger mill should be obsoleted, whereas some of the existing pipe mills should be maintained, but need to be technically upgraded, including the tube processing facility, the alloy steel tube facility, the 12" pilger mill and the hot-expanding tube mill, and that to reduce the investment, a possible approach is to set up the new 14" MPM Plant with use of some equipment of the existing 177 Accu-roll mill after proper modifications.After the said relocation/upgrade program, it is expected that the product mix will be optimized, the market share expanded, the facilities better configured and the equipment level enhanced so as to ensure the more efficient production of quality seamless steel tubular products, to fully use the limited resources and to reduce the investment.The entire relocation/upgrade program falls into three major phases. Phase One will focus on substituting converter steel billets for the EAF billets for pipe-rolling so as to cut-down the operation costs of seamless...
