From Separation To Integration:Research On "Village Relocation And Combination" Community Governance Transformation

The integration of urban and rural areas is a creative development of Marx's theory of urban and rural relations in the great practice of the new era.In recent years,"village relocation and combination" community as a basic project and practical innovation of the integral development between urban and rural,which originates and infiltrates the alternation of urban and rural areas combining policy-related construction and autonomous growth,is a combination facilitated by the external force of the state and the village itself."Village relocation and combination" community,as a peculiar transitional one,possesses endogenous advantages of "rural characteristics" and "complementary between urban and rural areas",which can provide a key impetus for the construction of the new community.However,it ignores the inner mechanism of the urban-rural integrated development in the policy-oriented practice,and often show the "city people" and "non city non-agricultural"realistic feature as well as its inadaptation,so it is faced with a developmental dilemma in the aspect of the public service,organization,internal and external resources,community culture,social capital and so on,especially for organizational structure unsound,participant strength unbalanced,resources integration not in place,cultural guide insufficient...which not only provides rich practical experience for constructing the new urban-rural relations,but also brings multiple governance challenges.Being from village to urban community is not just changing a sign,which means governance transformation.This paper takes Xinyuan community as an example,adopting empirical research methods,analyzing its specific situation after "village relocation and combination".Then we find that "village relocation and combination" community governance is different from the traditional single village governance model and the governance model of urban community with advantaged resource advantage,it has dual function to serve the residents and develop the economy,putting forward higher requirements to the community governance capacity and governance mechanism.Through remarkable achievements have been made in practice,there are still some governance problems to be solved,especially the long-term divergence in grassroots social governance and the imbalance about public service supply between urban and rural areas.Finally,through discussion and reflection,this paper argues that "village relocation and combination" community will transform into a late-model modern urban community in the future,but it is a long process which is supposed to be constantly adjusted,it will not succeed immediately,and to stimulate the vitality of community development is the key to improve its governance transformation.
