There has been a great promotion in Chinese economics after China entering WTO in 2001.When China is joining into world market, the rules of WTO which ask for the transparency in government are challenging our traditional government moving style which is not transparent or is just half transparent. The malpractice in the government of China is growing into a stumbling block as far as deepening reform of economic and politics is concerned. Setting up transparent government is not only to satisfy the requirement of WTO, but also to meet the requirement of developing democratic politics and promoting political civilization. That is, it is not only an important economic issue, but also an important political one. So it is urgent and essential to study this problem systematically and thoroughly. At the same tune it has realistic significance as well as theoretical importance. The paper will discuss the relation between the rules of WTO and construction of transparent government. From the point of politics ,the paper studies comprehensively how to construct Chinese transparent government under the direct of Marxist basic principle and Deng Xiaoping's theory. It is based on and absorbs the former research fruits. In addition, it is using the method of theory, case, demonstrative, and comparative study comprehensively etc.This dissertation consists of four chapters.Chapter One analyses the transparency principle of WTO and transparent government construction. Rules provided for by WTO that related policy, laws, laws and regulations ,orders, rules of import and export trade and related treaty of trade signed must be made public formally, otherwise they can't be carried out .Transparent government is such a government as it owns established openness of the politics which accords with the demands and regulations for international cooperative development and democratic political development in itself and defending the right to known to the public.Chapter Two describes the transparent government environment hi western developed countries. It is driving at indicating the gap between these countries and China and finding out how to construct transparent government. The characteristics of transparent government include perfect legal system construction, clear and definitude law provision, which result in developing in democratic politics, elimination of administrative corruption etc.Chapter Three points out some problems existing in the present process of China's opening administrative information and constructing transparent government, such as right covering running law, and the obstruct network of opening information etc. This part aims at discovering the appropriate way to solve the problem.Chapter Four deals with the issue how to adapt our government to the transparency regulations of WTO and offers some suggestions to construct transparent government to meet the requirement of socialist political civilization.
