With the rapid development of China's economy,society and the improvement of the level of informatization,people's access to information in daily life has become more and more convenient.Under such changes,people's expectations for information transparency control have also increased accordingly.The government is keen to improve its credibility by transforming functions,deepening reform and establishing an open,transparent and service-oriented government that the people are satisfied with.Although the movement of government information transparency management in China started relatively late comparing with that in developed countries,after years of construction,the government information transparency management has made great progress and achieved remarkable results in such aspects as system construction,information transparency platform construction,content enrichment of public information,and awareness of citizens' right to know.During this process,in the less economically developed areas,county-level governments have also achieved certain results in the construction of supporting systems,the intensive construction of government websites,the open handling of applications,and the management of new media in governmental events.Specifically,restricted by human resources,material resources,financial resources and other limitations,there are still challenges that underdeveloped areas are facing,such as unsatisfactory disclosure effect,weak financial support,lack of professionals in information transparency management,and insufficient utilization of new government media.Area A of Heze city,as a typical less developed area,has some common problems mentioned above as well as some problems with regional characteristics.The main causes of these problems include incomplete ideological understanding,staffcognitive bias,imperfect evaluation mechanism,and lack of effective supervision system.To tackle economic challenges existing in the underdeveloped regions,such as information publicity,local government is required to learn from other governments both domestically and abroad in terms of information transparency management in coordinate with information transparency,local situation and improve the awareness of information publicity,strengthen the construction of management team,perfecting the supervision and review of the government information transparency mechanism,make full use of new media to promote the development of information transparency development,to promote the openness and transparency of local government information management in underdeveloped regions.
