Empirical Studies Of Government Information Platform To Enhance The Transparency Of Government Procurement

Government procurement is an important part of China’s fiscal expenditure management.It is an important measure of national macro-control.It is necessary to continuously strengthen information disclosure.Greater transparency in government procurement will better support the development of Msmes.But the current difference between provincial government procurement transparency different regions is obvious,which has some gap with the total requirements of establishing modern government procurement system.The development of big data and the implementation of e-government bring opportunities and challenges to the cause of government procurement.The main content of this paper is the impact of the development level of information technology platform on the transparency of government procurement,and select appropriate indicators to describe the information technology platform,including the investment in science and technology funds,per capita GDP and computer penetration rate.At the same time,the correlation between the development level of information technology platform and the transparency of government procurement is analyzed,aiming to explore the influence of information technology platform on the transparency of government procurement.By selecting the data of each province from 2018 to 2020,the following conclusion is drawn through analysis:the transparency of government procurement in each province is also improving year by year,but there are obvious differences among regions.Regarding the relationship between the development level of information technology platform and the transparency of government procurement,the main conclusions are as follows:there is no significant correlation between the penetration rate of computer and the transparency of government procurement,the investment of science and technology funds will have a positive impact on the transparency of government procurement,and the per capita GDP has a significant positive correlation with the transparency of government procurement.Through the empirical analysis,it is found that under the control of financial transparency and education level,the two indicators of information technology platform development level have significant positive correlation with the transparency of government procurement.Based on the development history,case study analysis and empirical analysis,this paper puts forward the following policy recommendations:First,increase investment in science and technology,and establish a featured government information platform;Second,increase the construction of government information platform and improve the platform and functions;Third,abide by relevant laws and regulations,and improve the electronic level of government procurement;The fourth is to strengthen mutual trust between the government and the people based on public demand.The purpose is to strengthen the openness of procurement information,deepen the reform of government procurement,and improve the transparency of government procurement,so as to further promote the marketization and internationalization of China’s government procurement.
