In many parts of the world, the electricity supply industry is undergoing unprecedented changes. While these changes take many forms, the goal is always the introduction of competition and a lowering of the average consumer price. These changes cause a series of new technique problems. This paper is concerned with two aspects of transmission services cost of electricity market, transmission loss allocation and transmission cost allocation. Based on the concepts of total differential and definite integral, a new method is derived theoretically to determine contributions of individual source real or reactive power to branch MVA loss. The theory for determination of branch MVA losses and flow induced by a generator is established. Based on the theory of branch complex power, accurate formulas are derived to determine complex loss and flow components in power elements. To overcome the deficiencies of the traditional methods which transmission cost is allocated to users only based on active power flow and the existed using portion definitions which fail to take it into account that the interaction of active and reactive power, a new definition of the using portion of a power element by a particular generator or load is addressed. The definition not only takes the interaction between active and reactive powers into account, but also eliminates the difference between the using portions determined by the existed definitions based on different ends of a real power element. A new method is also put forward to allocate the transmission cost to both generators and loads, which eliminates the compensation between the users themselves .The presented method is beneficial to electricity market equitable operation. Finally the application software is developed which is capable to calculate the transmission loss allocation and the transmission cost allocation. The object-oriented technique and C++ builder 5.0 language are employed in programming.
