Analysis Of The Shanghai Cooperation Organization

On June 15, 2001, China, Russia , Kazakhstan ,Uzbekistan ,Kyrgyzstan and Tajikistan announced to set up Shanghai Cooperative Organization(SCO). The creation of SCO is an important incident in present international political life. It's creation is helpful to maintain member countries' political stability, economic development and society stability ,and will create good regional environment for the member countries' extensive economic cooperation. It will be very important to promote peace and security process of Europe-Asia region and even world.The purpose of this paper is to seek deep factors of the SCO's creation and development through the analysis of the creation background, character and restrictive factors of the SCO. The innovation of this paper is that I do not merely describe the SCO but excavate its deep layer reason, which is the power balance of member countries and common interests. Especially the analysis of the character of the SCO is my original creation. The consideration on strategic benefit is the starting point and natural end of the SCO, and also is its essence.This paper is divided into three parts totally.The first part analyzes the background and set up process of SCO .The backgrounds that SCO was set up are as following :first, all members of SCO need to face American geopolitical pressure in the land of Europe-Asia,which is the first common benefit of establishment .American factor is a very important factor for creation. Second, the members of SCO need to deal with threats from three vicious powers that existing in the four middle Asia countries. The vicious powers are national separatism, religious extremism and international terrorism. The existence of these vicious powers severely threat the national safety of the four middle Asia countries, China and Russia. To strike the three vicious powers and maintain national safety is the second common benefit of SCO. Third, China's demand for energy and the four middle-Asia countries' aboundance in petrol and natural gas make them benefit from the cooperation. This is the third reason for establishment. This part also briefly reviews the development of SCO and the fruit obtained at each stage.The major character and effect of SCO are analyzed in the second part .SCO is characteristic of new national relationship, new safe viewpoint and new regional cooperation pattern. The new safe viewpoint with the connotation of trust, disarmament and cooperation is the first character. The reason for this character lies in the strategic demand for maintaining national safety of China, Russia and the four middle-Asia countries. The second character is nonaligned national relationship .The article analyses the advantage of this character and points out that the character is formed by the demand for maintenanceof independence and development of member countries. The third character is large countries and small countries initiating together, safety in advance, cooperation. The article analyses the reason for this character from the angle of force balance and strategic interests. It's an original creation of the article to analyze the form reason of SCO. In the following part, the article discusses the effect of SCO: maintaining safety, carrying out political cooperation, promoting trade.The third part discusses the restrict factor of SCO .In political safe aspect, American factor and the inner hot problems of member countries limit the development of SCO .In trades cooperation aspect, mainly due to the back economies and economic globalization makes it difficult to cooperate and make the cooperation at a low level. These two factors also restrict the development of SCO.
