Shanghai Cooperation Organization Studies

Shanghai Cooperation Organization is the first regional international organization set up by China's leading factor. Its setting backgrounds are economic globalization and regional integratation rapidly advance. Its appearance, come to say to the security and development of China, Russia, Central Asia, even to Asia and the world, all have great meanings. This dissertation takes evolution of Shanghai Cooperation Organization as the main thread, and carries on research and discussion from the theoretical foundation, change of topics, development prospect of this organization, the relation with China's multilateral strategic separately. The thesis includes the introduction, text and finis. The text has seven chapters in all, can be divided into three parts. In the introduction, the dissertation has been described on the meaning, purpose and research approach of this selected title mainly, especially analyzed the research dynamic status both at home and abroad. On this basis, the thesis has confirmed the visual angles of studying Shanghai Cooperation Organization, namely the globality and history of this organization development, its theory meaning, realistic meaning, studying and using resources. Thus, it has been ready for entering text writing. Chapter one of the text is the first part of this dissertation, has discussed the theoretical foundation of Shanghai Cooperation Organization --"new security conception" mainly. Since 1993, Chinese government and academic circle have explained "new security conception" in many aspects and levels. In this explanation, it includes mainly mutual security, cooperative security, comprehensive security, common security and universal security. Although these conceptions are often mentioned and studied by other countries and organizations, China gives them with new meaning, makes them form a kind of special relation: mutual security is the prerequisite of obtaining common security and universal security; cooperative security is the approach of achieving common security and universal security; comprehensive security is the guarantee of attaining common security and universal security. Meanwhile, they form an intact framework too, that is, mutual security, cooperative security and comprehensive security are theory pillars of "new security conception"; common security is the respect of "new security conception"; universal security is the ultimate purpose of "new security conception". That is the theory frame of "new security conception". According to this theory frame, Shanghai Cooperation Organization has been setting up gradually. It is the second part of this thesis from second to chapter five. This part analyzes the evolution of Shanghai Cooperation Organization mainly. Shanghai Cooperation Organization has developed already for 9 years from Shanghai Five to so far. During these 9 years, the main topic conversion of this organization has gone through two times: from seeking border security to allying on anti-terrorism, from allying on anti-terrorism to strengthening economic cooperation. It is the main topic at stage of Shanghai Five to seek border security. And its conversion to ally on anti-terrorism was realized through Shanghai Five beating "three force". Allying on anti-terrorism and strengthening economic cooperation are main topics since the establishment of Shanghai Cooperation Organization. With the formal setting of the anti-terrorism center of Shanghai Cooperation Organization, alliance on anti-terrorism is undertaken mainly by this center. It makes member states of Shanghai Cooperation Organization have more energy to discuss the question of strengthening economic cooperation. And the conversion of the topic takes place naturally too. In this course, because of the difference of topics, Shanghai Cooperation Organization demonstrates different mechanism characteristics. The dissertation has also analyzed deeply to them.
