After entering into 21st century, both the interior and exterior environment of China's enterprises have been changed greatly and the global competition is surging day by day. This situation became more serious especially after China's entry into WTO. The domestic and international competition integrates with each other and this undoubtedly pricks up the competitive pressure on China's enterprises. Meanwhile, the innovation of global modern ideal and approach on business administration are in the ascendant, the new tides of modern administration represented by strategic alliance, learning organization and lean production are impacting China's industrial and business enterprises constantly. In such a super-fury competition times, the interior and exterior conditions under which China's industrial and business enterprises gained development simply by scale and speed are now passing into silence. So how to improve the development quality and structure the core competition competencies of an enterprise become the critic points for China's enterprises to face the austere challenges in the new century. Under such a situation, the great importance of core competition competencies with which, an enterprise could be efficiently helped in utilizing opportunities, creating new opportunities and forging sustainable development, and Strategic Management (hereinafter called SM) with which, an enterprise could pursue long term existence and development, become notable gradually. However, the actual application of SM in China's enterprise is still not. optimistical, many enterprises have not built up real SM system in line with its actual conditions yet. Seeking for the reasons, certainly there's some part doing with the lack of ideals and awareness ofproprietor, but the more important factors are that most operators are still strange to the approaches and uses of SM, they still do not know how to push forward the SM and are eager to get some successful experience use for reference from other enterprises. Besides that, regarding the existent cases on industrial and business administration, it's still very difficult to get some completed, detailed and whole-process cases of SM, which can reflect overall from strategy formulation, implementation to evaluation and control. Based on the reasons above and setting out from the wish of resolving the actual problems, the writer chose the implementation of SM of Sichuan Green Pharmaceutical Technology Development Stock Co., Ltd. as the title, adopted the approach of dissection, took apart and summarized the whole cycle of SM of enterprise starting with strategic investigation and research, collecting, trimming and analyzing the results of investigation and research, formulating the developing strategy with the application of the tools of programming and controlling of SM. The writer hopes to illustrate the universal processes and approaches for enterprise from such an example.This paper consists of 5 big parts. In the first part, the background of research objective is introduced. In the second part, the writer mainly concerned on the research and analysis on investigation and research information, which based on environmental scanning, industry analysis and strategic investigation and research on enterprise's interior situation, and also based on the analysis on key for success, opportunity and threat, advantage and disadvantage as well as comprehensive conditions. The third part of the paper specifies in the formulation and selection of strategy, including the selection of grand strategy of Sichuan Green Pharmaceutical Technology Development Stock Co., Ltd., the selection of competitive strategy of SUB, the selection of functional strategies composed of marketing strategy, operations strategy, R&D strategy,financial strategy and HRM strategy, and the examination and appraisal of strategic program.
