In the past, having no pressure and impetus in unit's survival and development, design units do not need to consider of developing strategy, they only need to consider how to accomplish the plan from the state. With the social system reform, the traditional planning economy transforms to the market reform, each design unit has experienced the long bitter change. Their outer circumstance has changed much more.Under the market economy, Sichuan Electric Power Design Institute (SEPDI) must work out the long term and comprehensive plan, the developing strategy, to adapt the intense competition from market, to increase the competitive strength.In the first chapter of the paper, the author look backs the history of SEPDI: the "Soviet Union Mode" at the beginning, the design management transform in 1996's, the chaos of management in "culture revolution" and standardization of management in the opening years , and also, the author introduce the assets status, design class degree, technical capability, the business fields and achievements acquired in the past. These are all the bases of strategic research and analysis.In the chapter two, the author has analyzed outer circumstance and inner condition, by the SWOT method, the author has diagnosed the chance and threat, the superiority and weakness in SEPDI, this becomes the basic matter for stipulating successive development strategy of SEPDI.In the third chapter, is the development strategy structure of SEPDI. The paper has supplied the viewpoint in increasing enthusiasm and creativeness of employees, offering knight service, creating more benefit and social value; the paper has also stipulated for general object in the future decade: to fulfill the system reform, develop the diversification market, increase the profit by 5~10% per year, change SEPDI to a stronger design and consultation company within 10 years. For getting the object, the paper has made out the develop strategy: outstretched general development strategy, innovative strategy, human resource strategy and competition strategy.In the chapter four, the paper has discussed the system reform, establishment of modern corporation system, emphasis of person with ability, corporation culture rebuild, stimulation system, consumer service system and so on. There is few design units to make out and carry on strategy management in design industry, the paper has a practical meaning for the SEPDI, it will be consummated in the future practical application....
