Sichuan Electric Power Design Institute Restructuring Exploration

The fifteenth convention of CPC has brought forward a clear guidance for the reform of state-owned enterprises. Resumptively, state-owned economy must exit from some fields and enter into other fields. The strategic recombination of state-owned enterprises has involved every aspects of national economy, the state council has approved the reform scheme of electric power system with the principle of separation of grid and power plant, sale in competitive price, depriving main cause from the others, assets recombination. Meanwhile, the reform step on public institution unit has increased, Sichuan Electric Power Design Institute (SEPDI) has served in the electric power industry for many years on the fields of exploration, design, consultation. Its reform must be on the guidance of general principle of fifteenth Convention of CPC, and must analyses the reform polices of electric power system and public institution unit. It must also combine with the reality condition of oneself, work out the success way for reform and develop.In term of strategy, the article has analyzed political circumstance, industrial circumstance, competitive power, discussed the SEPDI developing history. Therefore, the author points out, under the condition of market, considering superiority and weakness, opportunity and threat, the only way out for SEPDI surviving and developing is to reform the system.According to the relevant policy and spirit of state, the article has discussed the feasibility and superiority of SEPDI's establishing modern corporation system. From the viewpoint of perspicuity of property rights, separating government function from enterprise, clearance of responsibility and rights, management scientific.On the point of perspicuity of property rights, the article declare thatclarify of property rights is not only to make sure assets adscription, but also the responsibility, rights, interest of shareholder must fill up the post on the course of property rights realization. The article opens out the reason why the state-owned property rights can not be realized in the universal competitive field, and also points out that the state-owned assets must retreat from this field. On the aspect of rights and responsibility, the article has analyzed the disadvantage under the old operation system of SEPDI, indicated that only establishment of modern corporation structure can resolve those disadvantages such as high agent-cost, Internal control behavior. Meanwhile the article also discusses the relationship of labor union, worker congress and party committee.On the issue of management science, the article analyzes pertinently the actuality of SEPDI, bring out many new viewpoint of establishment of science management. For putting SEPDI system reform into practice, the article has expatiated the state-owned assets entry and exit, the choice of diversification investor, and employees distributary and identity change, social security problem and so on,The employee-shareholding meeting has also been discussed in this paper.As for the whole thesis, the author applied many new theories about state-owned enterprise reform and many other management science and method theories. But there must be some mistakes and omission on the paper for the author's theory level and practical experience are limited, and there are still a lot of difficulties to combine theory with practice.
