In era of knowledge economy, the competition among enterprises is talents'.Human's work enthusiasm and initiative display depends on incentive. The military enterprises are the state-owned enterprises , existing a lot of questions in incentive mechanism has already been known by everybody, but because the reason of manage mechanism ,it is unable to carry on great improvement.Our government accelerates military enterprises casting off poverty and setting up the the modern enterprise system now. This will offer good opportunity for the thing that the military enterprise carries on the incentive mechanism and constructs it again. I put forward incentive mechanisms of staff on reference of western enterprise's human resources management in this article .It suits military enterprise and has Chinese culture and economic characters.It also has sure meaning of consulting for Military enterprises of our country to set up modern enterprise system and invigorate.This article expects to guide the machine factory of Central Plains during the period of reforming system to reform it's incentive mechanism , at the same time ,I expect that other military enterprises could draw lessons from this.This article divides six chapters altogether. Chapter one is the background study, including political background , economic background , military industry background , and the meaning , methods ; Chapter two explains the concept of the incentive mechanism, contents , functions , determines the abstract incentive mechanism as five key contents,such as the reasonable salary system, fair performance management, the overall plan of staff training, abundant welfare ensure contents, individualized corporate culture; Chapter three analyse the existing problem and reason of incentive mechanism of the present stage of machine factory of Central Plains, The questions include that salary is distributed unreasonable, it lacks the scientific system of the performance management system, the training method is lags behind, the welfare can't meet staffs needs , the enterprise cultural construction range is narrow , etc., the reasons include that military enterprise makes the transition, enterprise run society , management idea lags behind and manpower capital investment is risk ,etc; Chapter four is foreign motivational theoryanalyse and lessons drawing from perfecting enterprise's incentive mechanism, how to combine incentive mechanism and tactics explaining incentive mechanism suitable for drawing lessons from America and Europe,Japan and famous enterprises of our country; Chapter five carry on the designs of the incentive mechanism on the basis of studying above, design salary, welfare , performance examining, training for the machine factory of Central Plains, and the suggestion of the corporate culture reinvent; Chapter six summarize the full paper,I put forward that we should start with needs of the staff of military enterprises,then set up right goals ,and reform current salary structure , enrich welfare, reinvent military industry's corporate culture which is "people first and dedicating oneself to national defence" , establish material motivation as basis and spirit encourages as the leading factor. By multi-level and multi-form, many incentive measure ,we establish all round way of incentive mechanism that combine short-time inspiration with long-time inspiration.
