Yishui County Municipal Sewage Treatment Plant Bot Model

Environmental problems have now become the focal point of our society. In Yishui county, wastewater is increased quickly with the development of economy and increase of urban population. Suburbanites are suffering from environmental quality deteriorated caused by the wastewater directly discharged from industries and community. But the government can't finance the building of sewage treatment plant nor the running of sewage treatment plant. Whereas "build-operate-transfer", called BOT mode, has been successfully adopted in some foundation fields, such as public traffic, electric power, etc. This article is based on the study of Yishui sewage treatment plant application of BOT some constructive and valuable recommendations presented may be helpful to other foundations and environmental fields.This article has analyzed the feasibility of Yishui sewage treatment plant application of BOT, then made a blue print which include construct project item company project financing project, running project and the analyse of benefits to society and economy. The pivotal portion- concessionary agreement, is also studied in this article. Some foreign cities foundations, domestic electric powers, express-ways adopted BOT mode are used for reference.In concessionary agreement section, the participators have presented some problems which are difficult to confirm, such as toll, invoice, payment, etc. In view of industries' and denizens' economic abilities, it's not practical to run the sewage treatment plant only to rely to increase the discharge toll. So on the one hand, it's necessary to allow to discharge higher consistency and increase toll accordingly; on the other hand, to reuse wastewater and sludge.The study has made clear that: it's feasible to adopt BOT mode to build city sewage treatment plant in underdeveloped areas similar to Yishui county.
