A Research On The Application Of Ppp Mode In The Construction Of Township Infrastructure

In the process of the township government to carry out infrastructure construction,the implementation of PPP mode is of great significance to promote the township infrastructure construction and reduce the financial burden of the township government.The State Council,the national development and Reform Commission and other departments have issued the guidance on promoting the cooperation mode between government and social capital in the field of public services,the notice on carrying out the innovation of the cooperation between government and social capital(PPP)in the field of major municipal engineering,and other relevant documents,planning and guiding the PPP mode from the political level.However,in the process of practical application of PPP mode in villages and towns,new problems continue to appear.This paper uses the literature research method and case analysis method,takes the sewage treatment plant as the research object,studies the application of PPP mode in the township infrastructure construction,and then provides countermeasures and suggestions for improving the application of PPP mode.In the concept definition and theoretical basis,it defines the concepts of PPP mode and township infrastructure,and expounds the basic concepts of public goods theory.In the analysis of the application status and causes of the PPP mode in the sewage treatment plant,this paper makes a detailed analysis of the general situation of the sewage treatment plant project,and summarizes the problems and causes of the application of PPP mode in the township infrastructure construction combined with the current situation and achievements of the sewage treatment plant project.Finally,the paper puts forward five countermeasures and suggestions,mainly including improving the understanding and changing the role of the government;improving the system and rationalizing the government working mechanism;accelerating the training of PPP project professionals;improving the professionalism of the whole process of PPP project construction and operation by the project contractor;focusing on PPP project operation to improve project income by the project contractor,so as to further play the role of PPP mode for the township To provide reference.
