| With the development of economy and improvement of living in China, the question of water pollution is known by lots of people. There is a lot of water polluted in various degrees in the whole country. The statistics show that the handling rate of national sewage is only 42.2% at the end of 2003. There are many polluted water discharged out without any dealing, on one hand it will pollute our natural environment, on the other it will threat the citizens health greatly. From the early days of foundation to recent years, the construction of the sewage treatment got more development in our country. However, the result of sewage disposal is unsatisfactory all the time. There are monopolized by government in a lot of projects, also the local government built the sewage treatment plant blindly from its own profit, that caused the lack of competition in this area, and made a large amount of production capacity unused, the majority of national built sewage factory are in half-open half-shut. To solve the above problems, the government set up a series of policy from 2002 to 2003, in order to standardize the development in this industry. In the State's "tenth-five year plan", all cities must build the sewage treatment plant while setting up the city. At the end of " 15 ", the setting of the city more than 500,000 people, the rate of sewage treatment plant should be more than 60%; By 2010, all sewage handling rate should not be lower 60% in all cities, the municipality directly under the Central Government, provincial capital, city under direct planning by the state and key scenery tourist city, the rate can't be lower than 70%.
