Taiwan leader li deng hui put forword "jie ji yong ren " policy in 1996, aming to hinder the development of economy and trade between Taiwan and mainland .the writing is composed of five parts.In the first part, the author analyzes the background of the advancing of the policy. 1. economic aspect: Worry about that Taiwan economy will depend on mainland so much that it can make Taiwan controled by mainland and hollow out the estate of Taiwan. 2. Political aspect: asserting independence leads to rigid relation. 3. Diplomacy: want to appear as a independent country.In the second part of the paper, the author mainly analyzes the propositions of the policy. 1. Taiwan doesnot allow to invest to mainland. 2. Taiwan agitate to invest to southeastern Asia.In the third part, the author analyzes the slacking of the policy and the reason of the slacking. 1. Reason (1) Economy is in depression. (2) Facing the pressure of joining WTO. (3) Taiwan needs to develop economy in the new situation. (4) International situation is changed and form new Asian economic pattern. (5) Economy needs to upgrade. (6) the excuting of the policy exsists defect. (7) The policy cannot limit the communication of economy between Taiwan and mainland. (8) Industry and commerce demands to communicate with mainland. (9) In order to get more ballot ticket. 2. The expression of the slacking of the policy. (1) Slack formally the principle of the examination of the policy. (2) allow to communicate partly with mainland.In the fourth part, the author mainly analyzes the influence and theevaluation of the policy. 1. Violate economic law. 2. Taiwan still stick to the spirit of the policy. 2. Taiwan ought to lead rather than forbid on economic policy.
