Policy analysis of California's Proposition 21: Gang Violence and Juvenile Crime Prevention Act

The purpose of this policy analysis was to analyze California's Proposition 21: Gang Violence and Juvenile Crime Prevention Act of 1998. This analysis attempted to examine the effects of transferring juvenile offenders from the juvenile justice system to the adult criminal system that was expanded and broadened through Proposition 21. This policy analysis utilized secondary data sources: scholarly journal articles, law reviews, and government statistics and documents, to explore the implications of the policy.;Proposition 21 was developed and enacted in response to the suspected rise of violent juvenile crime and tough on crime movement. The objective of Proposition 21 was to deter juvenile crime and protect society from dangerous and violent juvenile offenders. This analysis discovered that the implementation of Proposition 21 possesses many social policy challenges and numerous unintended results, shifting the focus and treatment of juvenile offenders by society and the correctional system from rehabilitation to punishment.
