Enterprise performance appraisal is a key issue in the economy system and a hot spot in the business management of modern companies. It means that by adopting the specific index, contrasting to the unified standard, and using certain procedure as well as ration analysis, we can make a just, accurate and comprehensive judgment for the benefit and efficiency of enterprise management. Performance appraisal is often utilized to weight the fulfillment degree of enterprise realization, to judge the validity of each activity upon goals, and to make standard for the management and development of the enterprises. Performance appraisal is a kind of management system in essence, so it will certainly reflect the transformation of the management conception, meet the needs of the management and solve hard problems in the management.In the past 20 years , with the development of economy and the arrival of information-intensive society , enterprises' foundation of competition has already transformed from cost and quality of the eighties ; cost ,quality and flexibility at the beginning of the 1990s to today's cost, quality ,flexibility and innovation. All the changes reflect on business management is a series of new ideas on management conception and management system, such as the market view, strategic view, contingency view etc, which puts forward a new request to the enterprise performance appraisal. While the traditional appraisal system was financial-based, it inevitably has such characteristics as one-sidedness and being static, so it can not meet the needs of competition of the companies in the information-intensive society. Therefore the reform of performance appraising system is imperative. That is to say a new appraisal system is in need.The thesis proceeds from general theory of the performanceappraisal, analyses in detail the model and evolution of overseas studies on it, recommends and comments on the innovative achievement of the theory and the practice in western countries. Then we transfer the topic to our country. On the basis of the comment of the theory and practice in our country, the thesis have pointed out the existing problem and insufficiency of the enterprise's performance appraisal system in our country. In the end, combining with positive research, I'd like to put forward some advices to the construction of the system of enterprise performance appraisal.The thesis aims to build up a comprehensive system for enterprise performance assessment and standardize performance-evaluating behaviors, so as to spread the sense of strategy, multiple and long-term benefit.Our research follows the logic procedure from theoretic analysis to empirical analysis. The whole thesis can be divided into three parts.In the first part, this paper gives an outline of the topic, including the definition of performance and performance appraisal, the essential factors, and the principle we should apply with. Then we introduce the related theories in detail. On the basis of the analysis, we draw a conclusion that the performance appraisal system itself is an important part of management system and should be logically altered to the management conception. The second part is a review of the development and current situation of the enterprise performance appraisal overseas. Then we come to an introduction of EVA and the Balanced Scorecard, a performance appraisal tool, which upsurge and swept quickly over the U.S. in the 1990s. The third part mainly discusses the studies in China. Based on the analysis of the situation and insufficiency of today's performance appraisal, some suggestions are given to make contribution to the construction of the enterprises performance appraisal system. It is prime part in the chapter and in the thesis.
