The area of South Jiangsu has become one of the highly advanced areas in China because of its successful modernization since the China's Reform and Opening. In the rural area of South Jiangsu, after the collective enterprises were stripped-down, the development of individual economy and privately owned economy was sped up, hence the increasing of the Economic Able Persons. They hold lots of economic and social resources, and their awareness of political participation is greatly enhanced. They participate in politics in such ways like: voting, running for village cadre, joining the Party, contacting cadres, political supervising, enforcing policies, affecting and mobilizing villagers, etc. Benefit motivation is the primary motivation of their political participation; and their democracy consciousness and the idea of "power is all" are the other motivations. The development of economy and politics has provided favorable objective conditions for the Economic Able Persons to participate in politics. And the subjective conditions are their quality and performance, their relations with cadres in village and town, and their economic strength. They participate in politics, and they become more outstanding and make more contributions to the village. This is of great benefit to the development of the country's economy and socialist democracy, and to the rural stability. But in the mean time, they cannot distribute their energies well or treat with the benefits properly. Their political demands are multiplex, so they participate in politics in many ways. The apparent participations are more than concealed ones. Most of their participations are tally with institutions, not passive but initiative. They have strong participation consciousness but low participation abilities. It's difficult for them to be on behalf of most villagers. Many subjective and objective factors affect the political participation in the rural area of South Jiangsu. To normalize their political participation, much work should be done: to consummate rural democracy, especially rural autonomy; to make country administration more tally with institutions; to develop the country market economy; to create good cultural atmosphere and improve the qualities of the Economic Able Persons; to construct the corresponding laws and institutions.
