Water is the most active and widely-affected factor in the environment. It is an indispensable element for people's life. As the base condition to human's survival and social development, Water directly affects the economic development and social stability of a country or an area.However, northwest of China is lack of waterfall while the southwest is abundant in waterfall but lack of soil. So both the northwest and the southwest are short in water supply. In addition to the development of hungriness, the water environment has been destroyed greatly in west China. Shortage of water resources, water pollution and depravation of water environment have become the bottle-neck which restricts the development of west China. At the corner of 21st century, the Party made a great decision about developing the west. As a kind of strategic resource and as a part of environment, water becomes a key factor to realize the sustainable development.The core content of this paper is,not only the government but also the western area should take measures to solve the western water environment problem. For people in western area, the water environment construction should follow the principle of the balance between water supply and demand, harmony development of zoology, and ecotypic economy. And people in depressed area are eager to become rich. We must improve the survival condition and production condition of western people step by step. In the view of government, macro-control to western water environment should be strengthened. We can set up the scientific, complete and flexible management mechanism by constructing the secondary marketable allocation model, improving mechanism of water price, making up the systematization management of water resource and by building valley management model. At last, the paper forecasts the water supply and demand of western water resources and prospects the future of western water environment.
