| The economic globalization is a process in which human beings are dominating by the market-oriented economy, continuous overcoming the space barriers and the system barriers and cultural barriers to fulfil the best deploy of the essential factors of production in the whole world. But the process is accompanied by unity and variety, conflict and contradictory. Just the complexity of the economic globalization determines that this process is forward in forms of nations. So, government plays a very important role in this process. The entry of the WTO marked China gradually involved in the process of economic globalization. Theorists have different opinions on how to cope with the challenge of economic globalization and the impact of our entry of the WTO. However, they have a common understanding that our government should be the first to enter the WTO. The biggest challenge after our entry of the WTO is its challenge to our government. So the most active countermeasure is to fasten the reformation of government and to fulfil the transformation and creation of our government function.In order to make it convenient for our analysis, it is essential for us to define the meanings of "government" and "government function" firstly. In political documents, the word "government" has a broad sense and a narrow sense. But in the economic field, government only has a narrow sense, that is, the word "government" refers to all the state institutions, including legislature, admistration, judiciary and the head of state, etc. At the same time, we should notice that government by itself has its certain structure. It contains several parts. Except legislature, admistration and judiciary, government usually has the following structures: (1) regional level structure, namely, central government and local government; (2) departmental function structure, namely, the government of different department; (3) bureaucratic structure, namely, the head and officials indifferent level of governmental departments. Accordingly, we should analyze not only the action of the whole governmental system but also the units that are formed of the governmental system. Government function, namely the duty and mission of the government, specificly refers to the role the government plays and the mission it undertakes in our national and social life. Although government function is divided into political function, economic function, social function and cultural function, the government function we discussed in the following passage mainly refers to the government's economic and social function.After the horizontal comparison of the government function in the form of marked-oriented economy in America, German and Japan and the change of government function in China, we could conclude that the government's proper interference in modern marked-oriented economy is necessary, but the function of the government should principally locate in supplying public products, doing well in public services and making good market surroundings etc. Otherwise, the improper governmental actions such as Yuewei, Cuowei, Quewei will appear if the interference of government is out of the inner requirements of the marked-oriented economy. So, the transformation and creation of the government function is essential.Before our entry of the WTO, the motive of transformation and creation of our government function mainly comes from the reformation of market that begins in 1978. After our entry of the WTO, a new powerful outer motive is added to the transformation and creation of our government function. This is because after our entry of the WTO, our government function should adopt to the international practice and WTO's all rules overall and the step we involved in the economic globalization will greatly fasten.
