With the arrival of the Knowledge Economy, the enterprises all over the world are faced with more and more severe domestic and international market competition. To enhance the competitiveness and adaptability, many companies are seeking the most effective way to better the performance. As a result, Performance Management (PM) has drawn attention of many experts in the field of management.PM is a special process of management, adopting systematic means for administration and controlling. The core of an effective performance management is a cycling process including four steps, that is, the preparation and planning, the application of the plan, the evaluation and the diagnosis, the enhancement of performance by various measures. The ending of one PM process is just the beginning of another. It is through such cycle that the continuous development of both individuals and organization is guaranteed.By analyzing the connotation of PM, the method is presented to apply the Total Quality Management to the solutions to all problems existing in PM of human resources in enterprises. In addition, combining theoreticalresearch with investigation, the thesis studies and provides solutions to certain PM problems of Lian Company which is typical of the private-owned enterprises in China. Beginning with the analysis of PM problems Lian Company and integrating the advanced PM practice of successful enterprises, the thesis sets up the PM system of Lian Company featuring a PDCA circling system for the implement under the guidance of the Total Quality Management Principles. Correspondingly, the problems of focusing on surface matters only informer PM is soluted. Not a separated or special phenomenon, PM problems in Lian Company are general and representative. This thesis makes empirical analysis of the performance management in Lian Company, discusses the existing problems and offers the specific operational plans. We hope this thesis will make a contribution to the theoretical and practical research issues of PM in Small-Size and Medium-Size enterpriser.
