From the point of project or organization to view project management, the result is different. From the point of project to view is how to manage projects well, as well do the project management well. From the point of organization to view is how to manage lots of projects well, that should be how to construct a project management system. The organization not only should attach importance to technique of project management, but also should pay attention to project management system construction. The article first analyses industry background and problems in R&D organization of GuoGuang Ltd. on the base of indagation, point out the necessity of actualizing project management, and then, as the author had participated in the system construction for guoguang corp., so the author use many theories and methods in administration, organization behaves, project management to deeply analyze primarily set up frame of project management system, workflow and criterition of project management as well as controlling and evaluation system of project management. According to the project management development characteristic, the author summarize and expatiates the project management system development model. The conclusion of this article may be used as guild for project revolution of guoguang Ltd., as well as a reference for many counterparts setting up the project management system.
