As the market competition becoming fiercer, the competition in electric products is turning from price competition to product competition. The problems of too more projects, heavy task, and limited period are new challenges in our national electric enterprise R&D management. How to assign the resources to projects rationally, how to deal with the relationship among projects, and how to make the short-term profit and long-term strategy coordinative is the key point in our electric enterprise.The ideas and methods of the multi-project management in modern project management are useful references to our national electric enterprise's R&D project management. The main contents of multi-project management include dealing with the relationship among projects, assigning the resources to projects in enterprise rationally, realizing the enterprise's long-term development by means of guaranteeing each R&D project carrying out successfully. This thesis attempts to use these ideas and methods in our national electric enterprise R&D management to explore a new multi-project management mode in electric enterprise. The main purpose of this thesis is to solve the problems of serious conflicts in the resources, low efficiency in projects, low successful percentage of project, and the project deviation of from the enterprise strategy under the limited resource conditions.Starting with the management ideas, organization structure model, management methods, and management means, this thesis considers the relationship between projects and enterprise strategy at the same time, and primarily constructs the R&D multi-project management mode in our national electric enterprise. The main results and conclusions in this thesis are listed below:1. The intention and extension of new products R&D multi-project management mode are clarified, and the idea of combining the system engineering with modern project management theory as the direction for multi-project is provided.2. The effects of multi-project based on three main R&D models are analyzed, and the mathematical model for portfolio management basedon the principle that project selection must accord to the enterprise strategy is constructed.3. The problems in matrix organization structure are analyzed, the corresponding resolved methods are proposed, and a new product R&D multi-project management organization structure is finally proposed.4. The model of establishing the multi-project management plan is constructed; the resources of conflicting in multi-project execution are prevented by drawing the dynamic Project Team Management Plan (PTMP) and by controlling the multi-project of Task Resources Relation Table (TRRT) in advance.5. The selection method based on Neural Network model and the Data Envelopment Analysis method according to the selection R&D project and project team are proposed.6. The modern information technique is the effective technique for multi-project management. The implement framework of Multi-project Management Information System is provided.
