The new era witnesses the tide of economic globalization, which becomes a huge trend of world economy. Compared with international trade, international investment plays a more important role in nowadays world economy and grows more rapidly, especially in developing countries. International direct investment usually happened in large-scale multinational enterprises, but now the situation is changing. Thanks to the development of technology and the improved social economic environment, particularly of the internet technology, the mid-scale and small-scale enterprises have been given the chances of international development and many have succeeded.Since China adopted the reforming and opening policy, the foreign investment amount has been grown dramatically, while the outward direct investment amount is under the average level between the developing coutries. The sharp contrast urged our coutry to take measures to expand outward investment Because the mid-scale and small-scale enterprises take a large percentage in China and make considerable contribution to the national economy, their international development in the beginning of the new century is of great significance to the China's economy.This paper analysed the environment required for the international development of mid-scale and small-scale enterprises, and made a comparison among the developments of such enterprises in typical areas, from which Chinese enterprises can get experiences in their development processes. Based on the above analysis, this paper discussed the characteristics of and the approaches to the international development of the mid-scale and small-scale enterprises in China and in Zhejiang Province, and how to establish the proper supporting environment required.
