Millions of small-scale enterprises set up every year in our country, but no more than 10 percent of them can operate continously over five years.Why does this status appear? The basic reason is that most small-scale enterprise operators are not good at managing their enterprises. As called it is difficult to set up a enterprise and more difficult to keep it.Mangement of small-scale enterprises includes many factors, such as technology, money, talented persons and so on. After China join in WTO, a large number of foreign enterprises, talented persons and plenty of money pour in.The competitions among enterprises become more and more severe and the key of the competition is talented persons. In order to hold a room, the runners of the small-scale enterprises should realize that it is import and urgent to develope and construct Human Resourse. (HR)Aiming at the feature and present issue of small-scale enterprises, and by analyzing popular problems of difficulty of recruiting and maintaining talented persons, the thesis points out we must chang our thought, concept and transform the traditional personnel mangement to the modern HRM. Employee should be regarded as a special resourse which makes the organization lively and vigourly to be cultivated and science managed.In order to attract and keep talented persons, it is not feasible to maintain them only by high salary. It is essentia. to respect them,cultivate them, implement humane mangement. think fully of their emotion, esteem and value. Enterprises should provide them with comfortable and relaxing employment enviroment, harmonious personnel relation, interesting and challenging work, stimulating salary and welfare, good vocation career designing. All is to the people and for the people. It is also important to stimulate employees, develope widely and make fully use of their ability and potence, increase their belonging and loyalty to the enterprise. Enterprises should help them to promote their ability and realize their value, at the same time, to develop the enterprise. Then it makes enterprises and employees win and win.
