Xi'an Economic And Technological Development Zone Investment Management Countermeasures

It is aimed to develop the regional economy and adjust product structure as a special development zone that is based on the investment. So the investment becomes one of the most important work and the research focus on the attracting investment becomes a key problem to the development zone. The administrators of the development zone are trying best to improve their work for a sustained economy growth. Yet as a local government, it's normal for them to take much more attention on the achievement than on the economic rules and demand of investment, more on experience than research in the scientific management. This kind of phenomenon is seriously unfit for the current economy development. Thus the idea changing is becoming urgent to xi'an economic & technological development zone.The paper wants to offer a kind of scientifically idea and method to xi'an economic & technological development zone and others places.Based on the analyses of the foreign investment utilization actuality inside and outside the country, evaluating the area's achievement of attracting the foreign investment in the past period, anglicizing Xi'an Economic and Technology Develop Zone (XETDZ) qualification of attracting the foreign investment, this paper puts forward the stratagem of the area's attracting foreign investment in the next period. The writer thinks that the area should renew the orientation of the function, industry and management. The writer also thinks that the area should build four platforms of projects, capital, person with ability and service to promote attracting the foreign investment. And in order to make the purpose reality, we should improve the investment environment, establish a new system to attract the foreign investment, increase the strength of attracting the foreign investment, and strengthen the working-team construction.
