Chinese enterprises will face three challenges for China become a member of WTO. First is global challenge which means Chinese enterprise isn't Chinese but the world. Second is market challenge. The third is knowledgeable challenge.Chinese enterprise must adapt to accept new development trend--knowledgeable economics. This three challenges finally focus on human resource management and development.Weapon enterprise which is third line enterprise is lying in key period of innovation and development. By researching human resource, status people think weapon enterprise can't attract. Employee quality that declines leads to deficiency of development potentialities. Combining analyses of a deficit enterprise of Qinghua Factory and Xuji Group we can find enterprise's deficit cause, solve its management problem in performance and wage, proceed human resource training, decrease useless man and find wags and measures of talent's loss. At last we can help Qinghua Factory's innovation and abandoning predicament.
